November is the month Hokkaido changes from autumn to winter. In Sapporo the average daily high is 8.7°C and the low 1.6°C, and 30 cm of snow falls in an average November (JMA climate normals, 1991–2020). The days are short: by the end of the month the sun sets in Sapporo at about 16:00. The winter calendar starts in the last ten days of the month, with the White Illumination from November 20 and the first ski areas planning to open on November 21 and 28.

November weather: cool, wet and the first snow
| Station | Average high / low | Snowfall | Deepest snow |
|---|---|---|---|
| Sapporo | 8.7 / 1.6°C | 30 cm | 15 cm |
| Asahikawa | 6.2 / -1.5°C | 82 cm | 27 cm |

| Hakodate | 10.0 / 1.8°C | 18 cm | 9 cm |
These are the Japan Meteorological Agency's 30-year normals for November. Snowfall is the total that falls during the month; deepest snow is the average of each November's deepest snow cover. Sapporo also has 113.8 mm of precipitation in an average November, so expect rain as well as snow.
The jump into December is large. Sapporo's average snowfall goes from 30 cm in November to 113 cm in December, and Kutchan's from 95 cm to 253 cm. Our Hokkaido in December guide and winter weather guide cover the months that follow.

Early and late November

These are our suggestions, not official advice.
The first half of the month comes before every date in the table above: the ski areas have not opened and the White Illumination has not started. It suits a trip built around cities, food and onsen rather than snow activities. For the end of the autumn colour season, see our Hokkaido in autumn guide.
The last ten days bring the winter calendar. Sapporo's White Illumination and the Munich Christmas Market start on November 20, Sapporo Teine plans to open on November 21, and Niseko United and Furano Ski Area plan to open on November 28. Niseko's adult 1-day All Mountain Pass is ¥8,800 in the Early Season (November 28 – December 11), and Early Season passes are not sold online; details are in our Niseko month-by-month guide. If skiing is the main reason for your trip, early December gives the snow more time to build.
Planning tips for November
These are our suggestions, not official advice.
- Pack for rain and snow. Waterproof shoes with grip and a warm, waterproof layer cover both. See what to wear in our weather guide.
- If you are driving, ask about winter tyres. Snow and ice are possible on roads, especially inland and in the mountains. Check with your rental company what is fitted for your dates.
- Use the daylight. Start early and put the scenic parts of the day before mid-afternoon.
- Leave slack on travel days. Snow can delay trains, buses and flights. Our winter transport guide explains what to do if your flight is late.
For the rest of the season, see Hokkaido in December, Hokkaido in January, Hokkaido in February and our Hokkaido in winter guide.
A November itinerary without relying on snow
For a three-day visit, use Sapporo as your base and keep Otaru as a weather-dependent day trip. Our Sapporo and Otaru three-day itinerary sets out the route; in November, put outdoor walks before the early sunset and keep a city alternative if transport is disrupted. On a late flight, follow the New Chitose late-arrival guide before committing to a first-night city hotel.
For five days, start with the car-free option in our five-day Hokkaido itinerary: Sapporo, an Otaru day trip and an overnight in Noboribetsu Onsen. Confirm the train and the onward bus to the onsen, plus your accommodation's dinner check-in deadline. This is an alternative to making a ski resort the centre of a trip before its opening is confirmed.
For late-November skiing, check three separate things: the lifts actually operating, a transfer running on your travel date and the connection from its stop to your hotel. A resort's opening date is not the start date of every ski bus. The New Chitose–Niseko transport comparison and Niseko accommodation-area guide help you join those pieces.
Pack for the activities you have booked, not just a monthly temperature: the winter packing checklist distinguishes city walking from a resort day. Snowfall totals in the table do not promise snow cover on a particular date.

Check the zoo season change
Before adding the zoo, check the November closure, shorter opening day and station bus in our Asahiyama Zoo winter guide. Winter opening does not mean the penguin walk has begun.
